ADU Permits in Santa Cruz: The 2026 Process, Fees, and Timeline
The City of Santa Cruz is one of the few California cities whose local ADU rules are actually more generous than the state minimums. Permits are still ministerial, with a 60-day decision on a complete application, but the city’s own ADU chapter (Santa Cruz Municipal Code 24.16 Part 2) adds room the state does not require: bigger units on larger lots, 3 foot setbacks for lower units, and no parking requirement outside the Coastal Zone.
The short version: Santa Cruz reviews ADUs ministerially under its own detailed, ADU-friendly chapter. A detached ADU can be the larger of 10% of your net lot area (up to 1,200 square feet) or the state floor of 850 to 1,000 square feet. Coastal Zone parcels need one extra permit step, still without a public hearing. We manage the whole process and build a permitting budget into your price, with your exact fees confirmed in your feasibility study.
The Santa Cruz ADU permit process, step by step
- Establish your lot’s size allowance. In Santa Cruz, a new detached ADU may be the larger of 10% of net lot area, capped at 1,200 square feet, or 850 square feet for a studio or one-bedroom and 1,000 square feet for two or more bedrooms. On a 7,500 square foot lot, that 10% rule allows 750 square feet, so the state floor of 850 to 1,000 square feet governs instead. Run your address through our Can I build? rules lookup.
- Check the Coastal Zone map. Parcels in the Coastal Zone may need a Coastal Permit. It is an extra review step, but state law keeps it hearing-free for ADUs.
- Design to the local standards. Detached new-construction ADUs need only 3 foot interior side and rear setbacks, with any portion over 16 feet tall set back at least 4 feet. A non-exempt detached ADU can reach 22 feet at the roof peak, taller than the state default.
- Assemble the plan package. Site plan, floor plans, structural, and Title 24. Complete packages start the 60-day clock; incomplete ones lose weeks.
- Plan check, permit, inspections. The city reviews against objective standards, issues the permit, then inspects the foundation, utility connections, and finished home.
If you build with us, all five steps are our responsibility, and a permitting budget is built into your project price, with your exact fees confirmed for your parcel in your feasibility study since Santa Cruz sets those numbers.
Local rules worth knowing before you design
Parking is a non-issue for most of the city. Outside the Coastal Zone, no parking is required for an ADU, and parking you remove to build one does not have to be replaced. Near the shore, one off-street space is required, and the city maps exactly where.
Short-term rental is off the table. Single-family properties with an ADU are not eligible for the city’s short-term rental program. Santa Cruz wants ADUs housing people long term, which is exactly how the rental income math works best anyway. See how much rent an ADU can earn.
You may be able to sell the ADU separately someday. Santa Cruz adopted ADU condominium rules in 2025, so an ADU can be mapped as a condominium and sold apart from the main home.
Built before 2020 without permits? The city runs a legalization program under AB 2533 for older unpermitted units.

Santa Cruz ADU permit fees
ADUs under 750 square feet fall below the school impact fee threshold; larger units pay school fees scaled to unit size. That makes the 750 line a real budgeting decision. Six of our 14 models stay under it, from the 405 square foot one-bedroom at $239,000 to the 749 square foot two-bedroom at $369,000, each priced with a permitting budget built in. Our Santa Cruz cost guide has the full model-by-model breakdown.
How long the permit takes
Expect roughly 60 to 90 days from a complete submission to an issued permit, with the Coastal Permit adding lead time on mapped parcels. How fast the city works through its queue is not something anyone can promise, so we treat the 60-day clock as the anchor and keep everything else moving in parallel: your home is about 97% built in our Salinas factory, roughly 40 minutes away, while the city reviews. The full schedule is in our Santa Cruz ADU timeline guide.
Frequently asked questions
How big can my ADU be in the City of Santa Cruz?
The larger of 10% of your net lot area (up to 1,200 square feet) or 850 square feet for a studio or one-bedroom and 1,000 square feet for two or more bedrooms. On a quarter-acre lot, the 10% rule allows about 1,089 square feet, which fits our 945 square foot three-bedroom comfortably.
Do I need parking for a Santa Cruz ADU?
Outside the Coastal Zone, no. Inside the Coastal Zone, one off-street space is required in mapped areas. We verify your parcel’s status during the free property analysis.
Can I rent my Santa Cruz ADU on Airbnb?
No. Single-family properties with an ADU are excluded from the city’s short-term rental program. Long-term rental, housing family, or a home office are the intended uses.
Does the Coastal Zone mean a public hearing?
No. A Coastal Permit may be required, but ADU review stays ministerial, without a hearing. It adds process time, not neighborhood politics.
